What are ETP Grants?
The ETP is a statewide business-labor training and economic development program. The ETP provides funding to employers to assist in upgrading the skills of their workers through training. Established in 1982, the ETP is the state’s premier program supporting job creation and retention, through training. The ETP has served over 80,000 California companies and issued over $1.2 billion in training funds. The ETP Program is performance-based. Businesses determine their own training needs, develop action plans, and are involved in all aspects of the training.
How Can Propel Consulting Group Help With ETP Grants?
Develop grant proposal: Propel will identify the appropriate funding structure for your training program and will assist with the development, write-up, and review of your grant proposal. Propel will guide you through this process and prepare a grant proposal that satisfies the states requirements while maximizing the funding for your training program.
Implement tracking process: Once funding is approved for your training program, Propel will work with the appropriate client personnel to assist them in implementing the most efficient training tracking system possible. Our goal is to gain buy-in from the responsible parties, ensure detailed tracking for audit purposes, while building a process that will cause minimal interruption to your ongoing operations.
Administer the program: As training begins Propel will handle all state reporting requirements. Training will need to be reported to the State via its data management system. All modifications to the program will need to be requested, and agreed upon, through the data management system. Propel will be responsible for all data entry requirements, all payment initiations, and any changes to the originally agreed upon training program.
Work Opportunity Tax Credits (WOTC)
Propel Consulting Group will handle all of your end-to-end needs. The WOTC is a federal tax credit of up to $9,600 per qualified providing incentives to employers for hiring groups facing high rates of unemployment, such as veterans, youths and others. Our WOTC services include;
- Creating the new hire WOTC forms, which can conveniently be included into your existing onboarding packet.
- Completing the initial qualification review for all WOTC forms submitted.
- Submitting required documentation to obtain WOTC certification from the State Workforce Agency.
- Preparing a detailed tax credit schedule to be utilized by your accountants.

- Determine if the employer qualifies, and if so, for which quarters

- Calculate credits, including estimates for current and future quarters
- Prepare form 941X for the employer to submit to IRS to receive refunds or provide all necessary
documents to have your provider prepare the forms
- Quantify the positive cash flow after claiming the credits and all amended tax returns
- Reconcile actual credits received with credits requested if there is a discrepancy
